The above Smoke ventilation system was installed, commissioned and handed over by SE Controls on 00/00/00. From this handover date the SE Controls system is covered by 12 months parts and installation warranty. The Regulatory Reform (Fire Safety) Order 2005 came into force in 2006. It has changed fire safety requirements and affects ALL UK organisations replacing over 70 separate pieces of fire safety legislation. Owners, employers and managers are now responsible for adequate safety within their premises. The smoke ventilation system is part of the overall fire safety strategy and under the RRO the responsible person must ensure that equipment and devices are maintained in efficient working order and in good repair to safeguard residents within the building. In 2011-12 there were 380 fire-related fatalities in Britain, of these 204 were deaths recorded by smoke or toxic fumes (UK Stats, Office for National Statistics 2013)
The smoke control systems in your properties provide a fundamental element of the fire strategy. It is essential that measures are taken to ensure their continued reliability in the
event of a fire. Smoke ventilation systems are life-saving systems and it is therefore essential that regular preventative maintenance is carried out to the required standards by competent personnel, who are familiar with the specification and strategy for your site. By entering into a maintenance agreement you are fulfilling your obligation under the RRO and will ensure that your systems perform as intended in the event of a fire or smoke incident.
Preventive Maintenance Under the RRO, all Fire Safety equipment must be maintained in efficient working order. In the event of a fire maintenance records may be called upon for both legal and insurance purposes. SE Controls provide preventative maintenance visits to conform with the British Standards Institution Schedule BS7346-8 and BS 9999 and BS9991 and The Buildings Regulations Approved Document B, indicating that where natural or powered, smoke and heat exhaust ventilation systems are concerned it is essential that they are serviced regularly and maintained in good working condition.
Failure to comply with any duty imposed by the RRO, or any notice issued by the enforcing authority, is an offence and prosecutions are on the rise.

Smoke Ventilation – Duty of Care For all life safety systems the Occupier or Agent has a legal responsibility under the Fire Safety Regulatory Reform Order 2005 to ensure that a Maintenance Agreement is put in place as soon as possible after the date of commissioning. A Service Indicator has been set on a visible Manual control point to indicate 16 months after commissioning that a service visit is overdue. The work must be carried out by suitably qualified Engineers and to the procedures stipulated in BS7346 part 1 1990. 1.0 Introduction Smoke and Heat Ventilation Systems (SHEVS) are life safety systems and provide a fundamental element of the fire strategy for the building in which they are installed. SHEVS fulfil important functions in the event of a fire and it is imperative they operate reliably. Regular and professional maintenance of the system ensures that any defects are identified and rectified before a critical situation arises. This Operation and Maintenance Manual provides detailed and important information covering all aspects of the equipment installed as part of the Smoke Ventilation System at the above named site. Please ensure this manual is passed onto the end user and is retained for future reference.
2.0 Maintenance Requirements
All smoke ventilation systems must be periodically checked, serviced and maintained, and if necessary, repaired and retested in order to comply with the requirements of BS 7346:1990 Part 1 by authorised, trained and competent persons. SE Controls recommends 2 service visits per year to ensure the longevity of these life safety systems. Maintenance shall be carried out in accordance with; -Building regulations 2002 -Health and Safety at Work Act 1974 -I.E.E Regulations -Regulatory Reform (Fire Safety) Order 2005 -BS9999:2008 Annex V In order to ensure the equipment remains in optimum operating condition it is recommended that natural ventilation systems are similarly maintained.

4.0 System Description Shevtec Mechanical Shaft The corridor and stairwell ventilation is controlled through SE Controls’ dedicated smoke ventilation system complete with integral controls, including smoke fire alarm interfacing and manual override. If smoke is detected in any of the associated areas by dedicated ceiling mounted smoke detectors by others, a volt free contact will signal to activate the smoke ventilation’s emergency state and run extract fans at a rate which matches the design criteria for smoke ventilation. Control of all other floor AOV’s will be locked out to preserve compartmentation and be identified by alternating green and yellow LED’s on MCP’s. The fire and rescue service shall have ultimate control of the fans through dedicated manual fan control switches located at each level within the Fire Fighting Stair (Stair 1). The head of shaft and head of stair vents will remain open until the activated floor has been reset via. the tamperproof manual control point on the activated floor. Operational philosophy is as detailed in the Cause & Effect Schedule Repeater Panel An OSLoop indication panel is installed at the fire brigade access level to give visual indication (only) of the system status including the location of any activation.

6.0 Periodic Testing/reset – Important Information Installing automated windows can create a hazard in accordance with BS EN 60335-2103:2003. To reduce the risk the vents should be reset from the Manual Control Point located within sight of the vent to reduce the risk of trapping the fingers of a member of the public. Failure to reset the system fully and ensure that all ventilators are closed may result in water ingress. SE Controls will accept no liability for any damage incurred in this instance to buildings or contents. Tamperproof MCP Open 1. Insert ‘Activation key’ into the underside of the switch. 2. 7.0 System Reset - Smoke Activation The system can only be reset if the Fire Alarm System has been reset. If the Fire Alarm is still in an activated state the vents will continually revert to an open position. To reset the system you will require an ‘Activation Key’ and a ‘Dumb Reset key’.

8.0 Technical Information 8.1 Literature Please see data sheets attached. 8.2 Test Certificates SE Controls commissioning certificate issued on completion. 8.3 Guarantees & Warranties 12 months parts and labour from the commissioning date. Note that repair, modification, addition or any other interference with control panels, motors, sensors or any other equipment installed and commissioned as part of this system, or it’s associated wiring by unauthorised personnel may invalidate the warranty. Exclusion of damage to buildings and or contents caused by extreme weather conditions ie. wind strengths, precipitation and lightning strike. In the unlikely event that a problem shall occur with the system users are urged to contact SE Controls for assistance. There are no user repairable parts. 8.4 Stock Spares For recommended spare parts refer to SE Controls and Section 3.0 Equipment schedule. See section 2.0 for contact details. 9.0 Health and Safety Considerations You are requested to observe the following safety guidelines; note that there are no user repairable parts in this system. Warning 230v; Dangerous voltages can cause death, serious injury or material damage. Always disconnect the equipment from the supply before opening control panels or tampering with other related equipment. Competence; this equipment is designed for professional installation only by qualified, trained and safety conscious electricians or skilled and trained staff with considerable knowledge of electrical equipment installation. These instructions must be followed and retained for future reference. Risk of trapping; if misused this equipment can automatically close windows and other appliances without warning. Risk of serious injury from trapping of hands or fingers! Modification to the system may only be carried out by SE Controls trained personnel. The system functionality must be fully restored and retested following any modification. Maintenance; this equipment should be checked and serviced periodically (recommended 6 monthly) by authorised, trained and competent persons. Following maintenance the panel/ system functionality should always be fully retested. Only original spare parts should be used and there are no parts repairable by the end user.
A suitable service contract with SE Controls is recommended for this purpose; see contact details section 2.0 9.1 Control of Substances Hazardous to Health Regulations (COSHH). There are no COSHH related hazards associated with the normal use and operation of any SE Controls supplied products. 9.2 Equipment End-of-Life Considerations The Waste Batteries and Accumulators Regulations 2009 If provided with battery back-up facility this equipment will be fitted with lead acid batteries which are corrosive and are classed as hazardous waste. These batteries must be regularly inspected for damage and condition. Lead acid batteries MUST be removed from the equipment prior to disposal of the equipment. Lead acid batteries are classified as hazardous waste and must be disposed by an authorised and licensed recycler. They must not be disposed of in ‘general waste’ skips. Waste Electrical and Electronic Equipment Directive (WEEE) 2006 Restriction of Hazardous Substances Directive (RoHS) 2006 Redundant electronic products are classified as hazardous waste under the WEEE regulations (Waste Electrical and Electronic Equipment). Electronic parts must be disposed by an authorised and licensed recycler. They must not be disposed of in ‘general waste’ skips. OSLOOP CONTROL SYSTEM
OSLoop Control System
OSLoop OSLoop is a modular smoke control system. It consists of a centralised coordination module (the coordinator) and between 1 and 64 remotely mounted manual control points (MCPs). Larger systems can be constructed by linking together multiple coordinators. The coordinator controls power and data to the networked system fully monitoring primary (mains) and secondary (battery) power supplies. The Osloop system intelligently monitors current requirements of the system and determines how and when the MCPs can call on this power to activate AOVs. Each MCP contains actuator switching circuitry which also monitors the actuator cabling and circuitry for faults. If a fault is detected, then the MCP raises a local alarm and also informs the coordinator so the remote alarms can be triggered. The MCP also provides support for one or more smoke detectors. Again this circuitry monitors the detectors and cabling checking for faults. In addition the MCP can be configured as master/slave device to other MCPs in the same system.

The Fan Control MCP is designed for use with Shevtec® powered smokeextraction systems. It provides a means to turn off, or boost the fan during a fire. The Fan Control MCP is orange (RAL2011) in accordance with the requirements of EN12101-9. The AUTO/OFF switch option has ‘AUTO’ and ‘OFF’ positions. The key can only be removed in the ‘AUTO’ (normal operation) position. The AUTO/BOOST switch option has an ‘BOOST’ mode, which allows the fan to operate at increased extraction rates during fire fighting operation. Again, the key can only be removed in the ‘AUTO’ (normal operation) position.

SHEVTEC® Duty & Standby Powered Extract Fans SE Controls SHEVTEC® range of fans are designed to extract hot gases from corridors and lobbies via smoke shafts. All fan sets are tested to European Standard EN12101-3 and installed as part of a fire engineered solution. There are advantages in using mechanical smoke shafts over code compliant natural ventilation shafts, namely: the shaft sizes are generally smaller than ABD compliant shafts (typically 0.5m2 vs 1.5m2). Furthermore the fan sets allow greater efficiency in achieving necessary pressure differences thereby allowing increased escape travel distances and reducing the reliance of multiple escape stair cores. This version of the SHEVTEC® Powered Extract Fan comes as a duty and standby arrangement with an auto changeover function.
