Why do I have to use Defense Personal Property System (DPS)? DoD is moving toward a self-service options DPS allows you to: Submit your move paperwork and complete self-counseling The ability to track shipments Option to file a claim online and to settle a claim directly with your Transportation Service Provider (TSP) Full Replacement Value (FRV) of lost and damaged goods The opportunity to make sure only quality, reputable companies handle and ship your property by completing the Customer Satisfaction Survey (CSS).

When Do I Make Arrangements? You can start the move process anytime after you receive your official orders/authorizations. Delay scheduling the move could prevent you from getting the pack date you want and cause hardship.

Government Move Government Moves are typically referred to as a basic HHG shipment. The Government contracts with approved Transportation Service Providers (TSP – or moving companies) to pack, pickup and transport your household goods. SF 1203 - Government Bill of Lading (GBL or BL) can be printed by the customer AFTER the pre-move survey is completed by the TSP. Pre-move survey is normally conducted within 3 days of the scheduled pack date. Purpose of pre-move: o Allows TSP to determine approximate weight and what packing material are required. o How many days to pack and load the truck o Are there any special packing material required, i.e. plasma TV, front load washers, marble tops, grandfather clocks, etc. o Negotiate pack, pickup and delivery dates For assistance, email:

Unaccompanied Baggage (UB) Unaccompanied Baggage (UB) is primarily authorized with an overseas move with a limited weight allowance. Items shipped in an unaccompanied baggage shipment are what you need to get by while waiting on your HHG shipment (basic kitchen items, small supply of clothes, baby crib, etc). Items carried on aircraft as part of your luggage, does not count as part of your overall weight allowance.

Personally Procured Move (PPM) PPMs - formerly known as DITY Approval: Your Personal Property office must provide the counseling and approval for PPMs PPM allows you to move yourself and be reimbursed Reimbursement will not exceed the Government’s cost
Authorized methods of moving your own property
Privately Owned Vehicle (POV) Privately Owned Trailers “You-Load-They-Drive” (example: PODs) Rental Truck/Trailer (example: U-Haul) Parcel Post (example: UPS) Commercial hire

PPM Continued If an advance allowance is drawn and the actual weight of the shipment is less than estimated, you will be required to reimburse the Government for any excess cost. The combined weight of all shipments made must not exceed your maximum weight allowance. Members may receive up to 95% of what it would cost the government to transport the same weight Member personally obtains necessary moving equipment and packing materials. Local weight scales used must be certified scales. Empty weights are obtained at origin and full weights are obtained at destination.

What Can I Ship? You can ship: All personal property associated with the home and all personal
effects belonging to you and your family members on the effective date of your orders. Canned and sealed/unopened box food Spare vehicle parts – free of lubricants Motorcycles, mopeds, hang glider, golf cart, ATV or snowmobile (and/or the associated trailer). Utility trailer (no more than 12 feet in length to rear to trailer hitch and no wider than 8 feet from outside tire to outside tire

When Can I Ship My Car? Service members moving within the Continental US (CONUS) may be authorized to ship their vehicle if: Homeport change – authorized by command insufficient travel time to drive from the old to the new duty station (must be authorized by the gaining command) A medical condition that is certified in writing by their military health care provider on official letterhead – approved by Personal Property Office

Can I Ship My Boat? Boat shipment & storage expenses are a shared entitlement. Member bears financial responsibility for any costs that exceeds their authorized entitlement. Member is responsible for: Preparing the boat for shipment Pay all accessorial service charges (crating & handling costs, removal of antennas, masts, fishing/trolling poles and outriggers). Ensure boat is ready for the TSP on agreed upon pickup date.
The JFTR authorizes shipment of boats up to a cost not to exceed the amount to move the same weight of HHG. Please contact your local Personal Property Office for full details on shipping boats a minimum of 30-days prior to setting up your move. Members are responsible for any excess cost. Can I Ship Firearms Continental United States: you must comply with local and/or state laws. Overseas: review below link to review laws for weapons https://tops.ppcigweb.sddc.army.mil/ppcig/menu/query/country.do
Basic rules for shipping firearms: Make firearm inoperable by removing bolt, firing pin, trigger assembly and other arming parts Remove all ammunition Ensure all firearm information is listed: make, model, serial number, unique characteristics and caliber/gauge Firearms shipped in containerized shipments must be placed in the number one container to insure easy access by customs officials.

HHG Shipment Alcoholic Beverages The JFTR states that the shipment of alcoholic beverages as HHG must conform to 27 USC §122. Wine bottles can not exceed one gallon capacity size All custom fees and taxes are the responsibility of the member

What CAN’T I Ship? You cannot ship: Airplanes, mobile homes, camper trailers, horse trailers &
farming vehicles. Liquid or glass jar items Live animals Items acquired AFTER orders effective date Cordwood & building materials Privately owned live ammunition Hazardous articles (explosives, flammable/corrosive materials, poisons, propane gas tanks) i.e. cleaning supplies, bleach, etc.

Professional Gear Professional Books and Equipment (PB&E) required to perform your military job. Service members professional gear can consist of: work manuals, awards, specialty work uniforms (Band uniforms, navy divers, flight suits, helmets, chaplain's vestments and other specialized apparel), reference materials, instruments, tools, and equipment peculiar to technicians, mechanics.
Upon approval from Personal Property Office, spouse may be authorized up to 500 pounds of PB&E that are required for employment or community support activities at next duty station or later destination. Examples of a licensed profession are: doctor, dentist, lawyer. Any other profession may be considered if the appropriate documentation can be provided to the Personal Property Office for approval. Professional Gear Excluded Excluded from Professional Book and Equipment: Commercial products for sale/resale used in conducting business (ex: Amway, Avon, Pampered Chef, etc.) Sports equipment Office, household, or shop fixtures or furniture (such as bookcases, study/computer desks, file cabinets, and racks) of any kind even though it may be used in conjunction with Professional Book and Equipment

Member Responsibilities At Origin
Must be available between 0800 and 1700. Ensure residence/pickup location free of pests/infestations. Disconnect all electronics and appliances Take down pictures, curtains Remove all personal property from attic or crawl space If you have more than one shipment, separate items. Place Professional gear together and in a separate area Do not leave jewelry, cash, other expensive items or medications unattended. Keep important paperwork with you to prevent being packed. Ensure all cartons and items are identified on the inventory sheets. TSP Responsibilities at Origin Pre Move Surveys must be completed no less than three business days prior to pick up date Discuss any special packing needs (mirrors, glass tabletops, plasma TVs, etc.) Begin pack between 0800 and 1700 Protect appliances against damage while in transit Use new, clean packing materials for linen, clothing & bedding. Use new or like-new packing materials for all other items. Wrap and protect all finished surfaces; use furniture pads. Pack Pro Gear in separate boxes, mark as Pro Gear, weigh separately and list on inventory Secure all nuts, bolts and screws in a bag to the item Prepare accurate legible inventory For assistance, email:

Member Responsibilities at Destination Keep your contact information in DPS current so that your TSP can reach you. If possible, be prepared to accept delivery of your property as soon as it arrive. Must be home on the day of scheduled delivery You are allowed a “one time placement of goods” by the TSP upon your request. Check each item off the inventory list. Request TSP remove all packing materials. They are not authorized by the government to come back. If you discover loss and/or damages at the time of the delivery, list by appropriate inventory number on the Joint Statement of Loss or Damage at Delivery. For assistance, email:

TSP Responsibilities at Destination Begin delivery between 0800 and 1700 Perform a one-time placement Unpack/unwrap all cartons, boxes & crates Remove packing material Assemble all furniture and equipment that was disassembled at origin Remove packing and blocking from appliances Provide a written record of any loss/damages at delivery. You or designated agent and the delivery TSP must sign this form and provide you with a copy. If unpacking is waived at the time of delivery, the TSP is NOT required to return later to remove packing materials. For assistance, email:

Non-Temporary Storage (NTS) A member may be eligible for NTS (long term storage) when (but not limited to): A member moves to/between overseas locations stored at origin. Is unable to use HHG in Government/Government-controlled quarter or privatized housing Storage is in the best interest of the Government In conjunction with retirement
Member responsibility to update contact information with Personal Property Office that has control of the lot. NOTE: If your tour overseas is extended or you PCS to another overseas location, you must provide your origin Personal Property Office with a copy of your new orders or extension. Storage In Transit (SIT) Temporary Storage known as Storage-in-Transit: SIT is not to exceed 90 days unless the member requests, in writing, an additional period and meets one of these requirements: o o o o o o
Serious illness of member Serious illness or death of a family member Impending assignment to government or government controlled housing Directed to go TDY after arriving at new PCS location Awaiting completion of residence under construction Natural disaster
Extensions of SIT must be authorized/approved by destination Personal Property Office. SIT is utilized when you arrive at destination and are not ready to accept your HHG shipment SIT may be authorized at origin or destination or anyplace en route. For assistance, email:

Full Replacement Value You are eligible for Full Replacement Value (FRV) on government moves at no cost to you. Personally Procured Moves are not covered. Requirements that need to be met for FRV: Claim is filed with the TSP within nine (9) months of delivery Day of delivery damage or lost discovered, member must complete the Notification of Loss or Damage AT Delivery form After day of delivery if loss or damage is discovered, member must complete the Notification of Loss or Damage AFTER Delivery form
You have the option to transfer the claim to the military service after 30-days, however, depreciated value is paid initially. After the service claim office has settled with the TSP for FRV, if it exceeds the initial payment the difference is sent to the member. For assistance, email:

Claims File all loss or damaged claims directly with TSP in DPS TSP may offer quick claim settlement TSP is responsible for obtaining repair estimates Member and TSP negotiate settlement through DPS TSP must pay, deny or offer to settle a claim within 60 days of receipt of completed DPS claim

Customer Satisfaction Survey (CSS)
Your voice counts! After receiving delivery of your property, you are asked to complete a CSS – whether your move was good or bad! The CSS is used to rate the performance of each TSP. You will receive email reminders to complete your CSS. You, as a customer, can assist in improving the quality of ALL personal property moves. Make your move count – complete your CSS through DPS after your shipment has been delivered or call 800-4622175 option 7.
